Manuel McGowan-Serrano of Moline, Ill., won a top prize playing the "9s in a Line" scratch game. He bought his winning ticket at Kwik Star, 2050 E. 53rd St. in Davenport, and claimed his prize Monday at the lottery's regional office in Cedar Rapids.
